Mark studied Public Administration at the University of Nijmegen. From 1996 to 2000 he worked at the National Agency for Monuments and Sites.
From 2000 until 2002 Mark was a senior advisor and substitute programme manager for the programme Public Counter 2000, part of the Dutch organisation for e-government ( ICTU). As project leader Mark was also responsible for setting up the Dutch Consumerportal, a web portal which provides information about consumer rights.
