Tilman Lueder



Head of unit, DG Internal Market and Services, European Commission (the unit is responsible for the development of new EU policies in the area of copyright and related rights). The unit represents the European Communities and its Member States in the World Intellectual Property Organization (WIPO). Tilman coordinated the recent recommendation on collective management of online rights in musical works (10/2005, OJ L 276, 21/10/2005) and the evaluation report on the database directive (12/2005);

2002–2004, Tilman was the Commission's Competition Policy Spokesman working on a communication strategy for the Commission’s antitrust and state aid policies for Commissioner Mario Monti.
1999–2002 he was a case officer in the Commission's Competition department where he helped develop state aid policy in the field of public services and an antitrust policy for predatory pricing by postal incumbents.
1996–1999 he was an associate at the Brussels office of Cleary Gottlieb Steen and Hamilton dealing with cases under the EC Merger Regulation, national merger control and Article 82 EC (abuse of dominant position).
1992–1995 he was a case officer in the Commission's Internal Market and Services department dealing with infringement proceedings in the area of free movement of goods. He represented the Commission in regular “package meetings” with EU Member States.

Tilman obtained his doctorate in law at the University of Tübingen, Germany in 1996. His thesis was entitled “Concentrative and Co-operative Joint Ventures and the EU Merger Regulation.” He obtained a Diploma of Advanced European Studies from the College of Europe, Bruges in 1991 and graduated in law from the University of Tübingen in 1990. He has published several articles on EU state aid and antitrust policies and the EU Internal Market.
